West Whiteland Township is seeking a skilled and dependable Parks & Facilities Skilled Maintenance Worker to join our Public Works Department. This full-time position plays a vital role in maintaining the Township’s parks, facilities, infrastructure, and public spaces while supporting community events and seasonal operations.

Located approximately 30 miles west of Philadelphia in the heart of Chester County, West Whiteland Township is a vibrant suburban community of approximately 19,600 residents, with a daytime population exceeding 26,000. Centered around the Exton Crossroads (Routes 30 and 100), the Township continues to experience growth, redevelopment, and active community engagement.

Position Overview

The Parks & Facilities Maintenance Worker performs a wide range of skilled labor tasks involving maintenance, repair, construction, and upkeep of Township-owned parks, facilities, equipment, and grounds. This position also supports Public Works operations and assists with community events, including occasional nights and weekends.

Working under the general direction of the Parks & Facilities Crew Leader, this role requires both independent initiative and teamwork in a fast-paced, outdoor environment.

Key Responsibilities

Perform mowing, landscaping, and general maintenance of parks and Township-owned grounds
Maintain and repair park amenities including playground equipment, benches, pavilions, signage, fencing, and athletic fields
Conduct routine, preventative, and emergency maintenance on trucks, tools, and mowing equipment, including seasonal preparation and winterization
Perform basic building and facility maintenance, including minor repairs to plumbing, electrical fixtures, doors, locks, and structures
Inspect park grounds, facilities, and equipment; identify safety hazards and perform corrective actions
Assist with inspections and maintenance of stormwater systems, drainage infrastructure, and retention areas
Perform painting, pressure washing, and general upkeep of Township buildings and structures
Mark and prepare athletic fields and recreational areas for public use and scheduled events
Assist with setup and cleanup for Township events, including the Summer Concert Series and other community programs
Operate trucks with plow and spreader attachments for snow removal and ice control
Support emergency operations, including storm response, flooding, and debris removal
Load, transport, and unload materials, equipment, and supplies
Perform roadside maintenance, including mowing, tree trimming, and pesticide application
Set up traffic control devices such as cones, signage, and barricades to ensure safe work zones
Maintain records of work performed, equipment usage, and maintenance activities
Ensure compliance with safety standards, Township policies, and applicable regulations
Assist with inventory and ordering of materials, tools, and supplies
Interact professionally with residents and park users, addressing concerns when appropriate
Respond to emergency calls during weather events or other urgent situations
Support Road and Utility Divisions as needed

Knowledge of landscaping, grounds maintenance, and equipment operation
Familiarity with common construction and maintenance practices
Ability to identify safety hazards and follow proper safety protocols
Good communication and interpersonal skills when interacting with coworkers and the public
Ability to work independently and make sound decisions in both routine and emergency situations
Willingness to work nights, weekends, and respond to emergencies as needed

Qualifications

High School Diploma or equivalent required
Valid Pennsylvania Driver’s License required
Commercial Driver’s License (CDL Class A with Tanker Endorsement) required within 12 months of hire
Considerable experience in commercial landscaping and mowing operations required
Experience with equipment operation and maintenance required
Experience in trades such as plumbing, electrical, carpentry, roofing, or concrete work preferred
Basic computer skills and familiarity with Microsoft Office preferred

Work Environment

This position is primarily outdoors and involves exposure to varying weather conditions, traffic, noise, and equipment hazards. Work may include lifting up to 50 pounds, operating machinery, and performing physically demanding tasks such as bending, climbing, and kneeling. Employees may also be exposed to fuels, pesticides, and other materials associated with maintenance operations.

West Whiteland Township is seeking an experienced Crew Lead to supervise and manage the Utilities Division, overseeing the Township’s sanitary sewer system and pump station operations. This role is hands-on and supervisory, ensuring safe, timely, and effective maintenance and repair of sewer infrastructure. The Crew Lead also assists other Public Works divisions—including Roads, and Parks & Facilities—when needed.

Position Summary

The Crew Lead is responsible for directing, coordinating, and scheduling crews for maintenance, repair, and inspection of sewer lines and pump stations. The position requires strong technical knowledge, leadership skills, and the ability to make critical operational decisions. This role is accountable for quality, safety, and efficiency across all Utilities Division operations.

Key Responsibilities

Direct and supervise crews performing maintenance, repair, and inspection of sanitary sewer lines and pump stations.
Develop and implement workflow, maintenance schedules, equipment upkeep, record-keeping, purchasing, and staff training programs.
Lead Inflow & Infiltration (I&I) investigations, sewer location, and connection activities.
Assist in developing operating and capital budgets; review and approve division expenditures.
Manage day-to-day Utilities Division operations, including supplies, materials, project oversight, and process improvements.
Respond to and coordinate emergency situations, including sewer failures and pump station issues.
Oversee cleaning and televising of sanitary sewer mains.
Evaluate employee performance, provide coaching, and mentor staff in sewer maintenance best practices.
Assist other Public Works divisions (Roads, Parks & Facilities) as needed.

Qualifications & Skills

High school diploma or equivalent, with a minimum 5 years of progressively responsible experience in sanitary sewer maintenance, monitoring, equipment operation, and repair.
Extensive knowledge of sanitary sewer collection systems, including pumps, pumping stations, and safety protocols.
Proven leadership, team coaching, and supervisory experience.
Ability to establish and maintain effective relationships with supervisors, staff, contractors, vendors, and the public.
Strong problem-solving, decision-making, and organizational skills.

Licenses & Certifications

CDL Required (Class B; Class A preferred)
Valid DEP or EPA Operator’s Certificate
