[ARCHIVED] Pounding pipeline construction

West Whiteland Township has received many complaints about the loud pounding noise from pipeline construction near Corner Park Apartments  We agree it is too loud and has gone on far too long. 

Township officials have complained to Energy Transfer repeatedly and even demanded that they stop work.  However, while our ordinance regulates the days and time of construction, it does not regulate how loud it can be (because construction is inherently noisy, although never before this unbearable). In short, we cannot shut down the loud pounding work.

We reached out to state regulators looking for help. While sympathetic to what neighbors are enduring, both the PUC and DEP confirmed that the casing installation, which is the cause of the pounding, needs to be completed properly to follow best practices in pipeline construction. Short cuts are not a good idea. We are reluctantly giving in.

We do not know how much longer the pounding noise will continue. While it does, Energy Transfer and their contractor have agreed to wait until after 8:30 am to start any pounding and will suspend pounding by 6:00 pm.  All other construction can take place during the regularly permitted hours of 7:00 am to 7:00 pm, Monday through Saturday.
