In 2026, the proposed annual fee for homeowners whose trash and recycling is collected by the Township’s contracted hauler is $223. This increase is necessary to cover the rising cost of service and to balance the solid waste fund in the budget. The Township has been able to avoid increases the past few years by extending their 2020 contract with AJ Blosenski, but that contract has run its course, and a new contract was necessary for 2026.
The 2026 preliminary budget is now available to be reviewed by the public, and the Board of Supervisors (BOS) will grant final approval to the budget at their December 10 meeting at 6:30 p.m. The public is encouraged to attend BOS meetings on November 25 and December 10 to provide feedback or ask questions.

For homeowners whose trash and recycling is collected by the Township’s contracted hauler, the annual fee has been $89 since 2021. That fee includes weekly curbside collection of recycling and one bulk item and monthly yard waste pick-up. There is also a pay-as-you-throw fee of $2.50 per trash bag for items that cannot be recycled.
The $89 annual fee goes into the Township’s solid waste fund and is not collected as a general tax. The trash and recycling system is financed and operated like a private business enterprise, with the costs of providing the service recovered through user charges.
Over the past two years, expenses have exceeded revenues, making a fee increase necessary to maintain a balanced solid waste fund. Beginning in 2026, the Township’s base annual fee will increase by $134, bringing the total to $223 per household. When factoring in the cost of one trash bag per week, the average household will spend approximately $353 per year. Even with this adjustment, West Whiteland Township will continue to have one of the lowest solid waste fees in the region.

As reported in the Spring/Summer newsletter, the Township awarded a new contract with AJ Blosenski for weekly curbside trash and recycling, effective January 1, 2026. The previous contract from 2020 included two optional one-year renewals, allowing the Township to avoid passing on cost increases for several years.
To ensure the best pricing for residents, the Township issued bids for trash and recycling services twice—once in the summer of 2024 and again in spring 2025. AJ Blosenski submitted the only viable bid and was awarded the contract. The new contract comes at a 42% higher cost, reflecting rising expenses in labor, fuel, and disposal fees.
The cost increase will be incorporated into the 2026 Township budget. Staff is also researching the viability of bringing trash and recycling collection in-house rather than contracting with an outside vendor. Updates will be provided via eNews, social media, and the Township website as more information becomes available.
